The ThinkPad T23 is a 14" Pentium III-based laptop that was released in 2001. It used the newer Tualatin Pentium III processors as compared to the T20, T21, and T22 which all used Coppermine chips. IBM took the opportunity with the motherboard redesign to also upgrade the graphics chip, add a second USB port, and add in support for Ultrabay 2000 Plus modules.

While overall far more reliable than the T20/T21/T22 thanks to not using the ADP3421 power regulator IC that causes the "blink of death" issue on those laptops, the T23 still has some minor problems with its motherboard. Mainly, a couple of inductors on the motherboard are known to be poorly attached and can sometimes fall off. If you have a T23 that won't power on, check that that isn't your problem. I believe the RAM slots also sometimes suffer from cracked solder, although not nearly to the extent of its successor system, the ThinkPad T30.
Beyond this and the expected rubber coating degredation, the T23 is a solid and reliable laptop.
