12.1" Pentium III Ultralight/Subnotebook, released in February 2001. This machine was manufactured by Quanta, and Gateway sold a very similar model. The L400 remained on sale until sometime between February and April 2002, when it was discontinued in favor of the Latitude C400.
The L400 was also sold with altered styling as the Inspiron 2100.

The Varta NiMH CMOS battery in the L400 is highly prone to leaking and should be removed from every single L400 if original. As it is placed directly over the motherboard, even a small leak will be catastrophic.
I've seen many of these up for sale with broken plastic on the hinge covers, so it's a likely cosmetic weak point on these.
